Shandong Highway Import & Export Co., Ltd. is a professional and special import and export company of our group company: Shandong Highway Engineering Construction Group Co., Ltd (SHEG in short). We specialize in importing and exporting related products for road construction and other fields. Shandong Highway Engineering Construction Group Co., Ltd. is a Sino-foreign joint venture company established by Trade Union of SHEG, Shandong Provincial State-Owned Assets Investment Holdings Co., Ltd. and Heritage Group Investment B.V. (the Netherlands). Our predecessor, established in July of 1994, was called Shandong Highway Engineering Co. (SHEC). It was a large state-owned company approved by the Shandong Provincial government. On March 16th, 2005, the Shandong Provincial State-Owned Assets Management Committee approved the privatization of SHEC in Approval Replies No. 24 (2005) Lu Guo Zi Chan Quan Han. In 2001, the Chinese Ministry of Construction awarded SHEG with the Superclass Qualification as a general contractor. SHEG has Class A Qualification in highway base, pavement, and bridge construction. SHEG also has qualifications in traffic engineering and utility installation. Our company is located in Jinan of Shandong, and has a registered capital of 350 million RMB. SHEG has 1,350 sets of large-scale construction equipment and the capability to perform services, such as high-class highway and bridge construction, reconnaissance, design and consultation and R&D. We have 2,867 employees, including 521 management personnel, 232 high-level personnel and 565 intermediate personnel. Our company has set up a board of directors, the highest authority of SHEG, and a board of supervisors to monitor the decisions made by the board of directors. We have set up 8 departments-Central Office, Operations, Project Quality, Business Management, Accounting, Human Resources, Information Technology and R&D. Since our establishment, we have undertaken various projects inside and outside Shandong Province, including projects in Hebei, Inner Mongolia, Qinghai, Tibet, Jilin, Tianjin, Fujian, Guangdong, Zhejiang, Jiangxi, Anhui, Hunan, Guizhou, Hubei and Shanxi. Because of our success in these projects, we have won a good reputation nationally. In 1995, our company undertook the construction of Pakistan's Indus River No. 55 Highway Project, developing a good number of technical employees and managers. The Xiao Xu Jia interchange bridge, located along the Jinan highway loop, received the "Shandong Project Quality" award. We have also undertaken construction of the Wei Lai Expressway and Hua Lin Expressway, both winners of the "Excellent Quality" award issued by the Chinese Ministry of Communications. In 2003, we received the outstanding construction award from Shandong DOT and Shandong Department of Construction. In 2004, we received the "Shandong Province Quality Management" award from Shandong Provincial Quality Management Association and Shandong Provincial Entrepreneur Federation. In 2005, we obtained the "Quality Management" award from Shandong DOT and the "Shandong Province Construction Engineering Quality" award (Mount Tai Cup) from the Shandong Department of Construction. In January of 2005, we passed the evaluation of ISO9001:2000 quality management system certification and received an authentication certificate from Beijing Quality Certification Center. SHEG's main business is highway construction, though we can develop other businesses. We have formed 26 subsidiaries dealing with highway design and consulting, petroleum refining, gas station services, real estate and engineering materials.
