It connect between heating element(Heating pipe or tube) on Electric immersion heater and main tank(body) which will be contained with water or oil. This flange(Made of Steel, Stainless steel, Brass) also fix the heating material(pipe or tube) and keep them balance/Straighten-out during they are  operating.
