Basic function of AID system is to identify the vehicles with false license plate/counterfeiting other vehicle's license plate. After detaining it, the policemen can further verify its status. If this system is applied with black list, its functions can be extended to identification of unpaid tax/fee/penalty, end-of-life vehicle and the vehicle that is not subject to annual review on schedule .

System Operation Principles
Installing electronic tags on all legal vehicles and the tags cannot be counterfeited. 1) when a vehicle passes by the detection station, the reader can read out the plate number A from the moving vehicle; 2) the camera takes the plate photo at real time; 3) the plate identification software identifies the plate number A and the computer compares A with A ; 4) the system determines if the vehicle is the one with false license plate/counterfeiting other vehicle's license plate in following method: if there is no A consistent with A , the vehicle is surely the one with false license plate/counterfeiting other vehicle's license plate, and at the same time the system gives an audible alarm and displays the A . Then policemen can seize this vehicle.

Today, some public security organs apply automatic vehicle plate image identification technology, which acquires the plate numbers of moving vehicles on roadsides and compare them with the black list in the database and then the policemen can handle the vehicles included in the black list. This technique has achieved some effects but as the black list is mainly sourced from plate numbers of the vehicles for which traffic penalty is not paid and the plate numbers reported by people, so if the vehicles with false license plate/counterfeiting other vehicle's license plate is replaced with another license plate that is not included in the black list, they can avoid the identification by this system. Therefore, automatic vehicle plate image identification technology maybe only the effective method of detecting those vehicles for which payable taxes, fees or traffic penalty are unpaid and that do not use false license plate/counterfeit other vehicle's license plate, but cannot allow policemen to give an effective strike on the vehicles with false license plate/counterfeiting other vehicle's license plate and their peccancy behaviors.

Punishing vehicle with false/counterfeited license plate is always one of major tasks of the policemen. At present, the policemen track down the vehicles with false license plate/counterfeiting other vehicle's license plate mainly by building inspection station by roads and inspecting the passing-by vehicles, which is a high-intensity but low-efficiency work. There is low possibility of uncovering the vehicles with false license plate/counterfeiting other vehicle's license plate. Moreover, present counterfeiters provide one package of services including counterfeiting driver's license, and grinding off engine number and frame number. So the counterfeited license plate is much like the true one and policemen are difficult to uncover it by only using naked eyes. Besides, as there are more and more vehicles, traffic jam is becoming more and more serious in medium-sized and large cities in our country, so manual detection of such vehicles is more difficult. Therefore, automatic detection of all the moving vehicles and smart discovering of vehicles violating laws and traffic rules is the direction of solution to traffic management issues and is also the only choice.

Cause three social problems. 1) Public order problem. People's lives and properties are not be protected; 2) Traffic accidents. End-of-life vehicles/pieced vehicles cause traffic accidents more possibly; 3) vehicles violating traffic rules. As after the vehicles with false/counterfeited license plate violate traffic rules, the vehicle owners and drivers are not punished, these vehicles run at over-speed and go through the red lights even more barbarically. According to the reporting on newspapers, up to 2004 there were 78000 violations of traffic rules caused only by the vehicles with false/counterfeited license plate in Shenzhen. Above-mentioned three problems caused by vehicles with false/counterfeited license plate, all relate to protection of citizen's two basic rights -----citizen's lives and citizen's property, and they are the problems that must be solved for building a harmonic society.

Vehicle with false license plate/counterfeiting other vehicle's license plate are caused by the following 5 aspects:1) stolen and smuggled vehicles; 2) end-of-life vehicles or pieced vehicles; 3) illegally-operating vehicles; 4) vehicles evading photographing resulted from breaking traffic rules; and 5) Counterfeited military or police vehicles. In recent years, in China about 100,000 vehicles tare stolen or seized vehicles each year, but less of 20% of them are taken back by the police, and there are about 300,000~400,000 stolen or seized vehicles drive on highways. Almost all the license plates of stolen or seized vehicles use false license plates, if the end-of-life vehicles, pieced vehicles, illegally-operating vehicles, and the vehicles evading photograph taking is taken into account, there are more than 1,000,000 vehicles that use false license plates or counterfeit other vehicles' license plates.

Background for Application
At present, in our country the vehicle behaviors violating the laws and traffic rules mainly include the following: 1) false license plate; 2) vehicle stealing/smuggling; 3) evasion of highway maintenance fee, vehicle and vessel usage tax and vehicle traffic accident responsibility force insurance, 4) unpaid penalty for violation of traffic rules; 5) escape in case of traffic accidents and willful violation of traffic rules. According to the statistics, stolen and smuggled vehicles use the plate licenses which is false or counterfeited other vehicles; almost all the vehicles that evade to pay highway maintenance fee, vehicle and vessel usage tax and vehicle traffic accident responsibility force insurance are stolen and smuggled vehicles, the vehicles willfully violating traffic rules and not paying penalty are also stolen and smuggled vehicles. Therefore, to solve the violation of the laws and traffic rules by vehicles in our country, firstly it is necessary to advertise the traffic rules to all the drivers and vehicle owners, so that they get the general knowledge of traffic rules and regulations to improve their awareness of observing the laws and regulations; secondly, to completely solve such problems as vehicle with false license plate or counterfeit other vehicle's license plate by advanced technological methods.
