agent middleman

I am a middleman from the Philippines. I safekeep the payment of the buyer while waiting for the goods to arrive and be acknowledged. The paymentwould only be released to the seller at the same time when the buyerconfirms the receipt of the goods. If the goods don't arrive to theseller, confirmation would still have to be made to the shippingcompany if ever there was really no shipment made before payment of thebuyer would be returned to him.
TERMS OF AGREEMENT:
*This transaction would need the agreement of both parties the buyer and seller.
*I could only assist transactions where one party or both parties is located in the Philippines.
*Thisis to clarify that I as a middleman have no idea regarding the itemsinvolved in the transaction,i am only a neutral party and all i do isjust safekeep payments of the buyer before releasing it to the sellerupon receipt of the goods.
*This is based from the principle that it is the seller's responsibility to assure the delivery the goods to the buyer. NO PAYMENT WOULD BE MADE TO SELLER IF GOODS ARE NOT ACKNOWLEDGED BY THE BUYER.
*No refunds would be made once payment is made to the seller as ordered by the buyer.
*It is the duty of the buyer to inspect the goods before acknowledging its receipt.
This is due to lots of scams that occur online where buyers paid suppliers who run away with their money.
 Iwould be asking only for a small commission in return for safely assistingthe safetly of all transactions between the buyer and seller. Commissionsmade to me would depend on the agreement of the buyer and seller which would only be a small price to pay for a secured transaction.
